As a spark spammer, the only ones I find I need to level up are Rib Strike, Dagger Devotion, Earthen Strike, and Subsea Strike. I have Tackling Slash at 5, Puncture Wound at 9, Slipstream I had stopped at 4. For the most part, the rest of my skills are at level 1 as I rely on using sparks to deal heavy damage.

You can become a skill spammer, but that will cost you a lot more and make it very difficult to hold a lot of money not only because of the skill costs, but a constant need for pots and/or Focus Powder.

for PVP you want to max out most skills cause with CoD (chill of deep) you get 30 attack level (30%more dmg) but reduced attack speed of 100% and so you will have to spam skills in order to do damage.

btw i suggest reading one of the guides on the sin forum for a skill overview and to level them or not

Just note that if you decide to be a skill spammer, you will have very little spirit later on to use and you will have to make hard choices on which skills you want. I'd say it is far easier to just be a spark spammer and keep only skills you find you need for your style of play, then level only those until you have tons of spirit left over to level the rest.

Rib Strike and Inner Harmony. Make sure you have at least lvl 1 Tackling Slash and Rising Dragon Strike for chi build.

Rib Strike, yes, but I don't see the point of leveling Inner Harmony until you can max it. Using IH, TS, and RDS, you can easily keep double spark spammed without having any of them at more than level 1.

Really, I'd say put any extra SP you can afford into whatever skills you find useful to your particular play style. As an example, I like to be able to help with AoE on mobs in my BH, so I level Earthen Rift and Subsea Strike in addition to Rib Strike. I always prioritize Rib Strike, but those are my "fun" skills.

Until you can get those, I would suggest sticking to either Puncture Wound and Slipstream, or just one or the other.
