Why is my name sorta blinking?

My name and my picture in the bery top right hand corner sort of is like flashing red. Why is that and what does it mean? Oh and when I put my cursor on it it says 0/100.

    The 0/100 bar is your chi bar. You should be reaching the point soon where you'll have chi (level 9 culti [orange quest] iirc). It's flashing red because it means you're in combat mode, which means you're being attacked or just got done killing something.
