Tideborn Elder quest

When you reach level 51 there is a quest chain that the Tideborn Elder gives you.
But for some reason i did not get that quest, i am level 62 now and i still cant do it.
The only thing the Elder says is you need the be level 51 or over. Annybody knows what i am doing wrong or is there a quest i need to do before this?

If you got the teleport point from elder already then ya need to go to talk to goshiki in dreamweaver port.[SIGPIC][/SIGPIC]
