and if I buy does it counts like armor? if so does it replace my old armor?
in what lvl can i use them?
Is it very expensive to buy?

Fashion is bought originally from the boutique/cash shop for zen (real money).

However, many players buy it and then sell it in the auction house or their catshop. If you do not want to spend money, that is your best bet. It is usually several hundred thousand to a couple of million coins.

The boutique, auction house and catshops all have a dressing room function so you can see how an item will look before you buy it. From the auction house, you cannot choose the color, only style; it sends your item with a color randomly set. Catshops and auctioned items are already colored, so you know what you are getting.

Fashion does not replace armor; there are separate slots in your inventory for fashion, and in your inventory you can set your character to display either your armor or the fashion you are wearing.

Fashion comes from the cash shop (mainly, there's a few pieces dropped in the dragon temple event I believe) You can also buy it from other players, but they got it from the cash shop in the first place.

And yes - this means that fashion tends to be expensive - since cash-shop gold is expensive, and DOUBLY expensive if you want one of the rarer or prettier colours (red, black, white) - since fashion dye ALSO comes from the cash-shop and colours are randomised.

Level requirement is, what, level 10? Low enough to ignore, anyway.

You wear it as well as your armour - you have a separate tab in you inventory to show your fashion, and you can toggle which is displayed at any time. (Well, almost any time - you can't do it whilst transformed into a fox/tiger)

But even whilst showing your fashion your armour keeps working.
