spiritual cultivation??

how to i get more of it. i go to buy an assassin skill with no active quests and i says total- 7536
then a skill cost like 1000 and it tells me i dont have the required spiritual cultivation lvl...how do change this?
it says i need spiritual adept? whats tht

    At every 10th level starting from level 9, you'll have these quests that appear in your quest log. They're brown/orange colored and are titled Spiritual Cultivation quests. If you finish them, your Cultivation level goes up and you can get the skills.

    Also, click on the Find Quests button in the quest pop-up. There seems to be quite a few quests in the lower levels that move things along very well.
