~Level 3-4 Blacksmithing...wont let me level?

I went to the Elder to get level 4 blacksmithing, however it didnt show up.
It says whenever i try to make armour, at the top::
Skill Blacksmith Skill Level 3 and a full green bar.
Its 100% but it still willnot let me level? :(
Anyone know whats up? Thanks in advance.

    The Elder will give you a quest for that. Then you must see a blacksmith in arch, and then manufacture 3 2* weapons, giving them away with 10 refined steels to finish the quest and get your lv4 bs book.

    to be lil more exact u get the quest for it from a certain craftmen of that craft u want raise lvl.

    When you hit level 50, you can go visit the elder and they would give you a quest (need to make 3 specific 2* equips for blacksmith/tailor/craftsman) to complete for the manufacturing skills.

    There is a sticky on top of this section explaining what items youre required to make.
