Graphical Glitching

OK, so as the title says, I am having graphic troubles. I installed the patch 263 fine with no problems. After 2 hours of playing with the patch, the glow animations stopped showing up. In this I mean my Legendary weaponry glow, my sharded armor glow, my flashy skill effect glow. I cannot even see them on other players. My character still moves in the correct animation, but I do not have the magicy glow stuff. I have tried verifying the files to no avail. Any help possible on this would be great. It is very hard to anticipate my timings without seeing the skills.

    Adjust your settings. Particularly the "effects" slider.

    Hm.... Lemme try that. I actually thought that meant the musical effects... <.<

    EDIT: Ok thanks it worked. I don't know why that was set at 0 but it was...
