Whats the catch with Rank 2/3/4 gear??

Ok i was hoping to get that rank 2 stuff, is says NPC at Dreamweaver port sells it. and after level 60. Ok i go there but, she sells only rank 4 gear? Whats the catch?
I found a topic here on forums but the question remains unanswered...
How do u get rank 2 and 3 equipment?b:angry

    i think rank 2 and 3 equipment is sold right next to the npc that gives you the rank
    My caracters:
    Faith_z - 7x Cleric (main)
    HaveFaith_z - 5x Veno
    Ivory_Soul -3x Psychic

    Rank 2 and 3 equipment requires level 60 as well. Rank 2 is the level 60 belt, rank 3 is the leggings, and rank 4 is the armor. They're all sold by the NPC in Dreamweaver.
