I have a problem with WQ...

Well the problem is that I cant finish my WQ.. b:angry
Was jest doing this quest, and i get to Whetstone Keep, and my stop was at Young Man Hsiao. I activated the quest and it say'd "1 World History Vol.24:Plume War disappeared", but none was returned to me. in the quest list, in Repetable Quests I dont have any quest. So I am stuck, cant do anything.. I also reloged and steel, there isnt any wq quest..

Any explanation??? b:cry
