    Talk to the teleporter of City of Raging Tide and go to Cloud Temple. The priest or whatever near the Tideborn King has it.

    since last patch ( 249 ) u can re-buy your lv 30 quest wing at the priest next to tide king in cloud temple

    If you lost any wings other than the default quest one, you have to buy it back via cash shop or from a player.
