Forges In Heavens Tear for Luminostone?

Hi I have this Big Luminostone and I dont know where to bring it to break in down into 10 small ones...it says to take it to the forges in Heaven's Tear but i looked there and couldnt find any forges lol... If someone can give me the coords or something that would be great^^ b:thanks

    It's in OLD Heaven's Tear. You can't get there until level 70+, and all the gear you can make is for 90+ anyway.

    You can't get there until you complete the level 70+ Wraith's Ploy quest chain. This involves killing a variety of tough bosses, including the FB79 boss. After completing the chain you get there by talking to the Messenger of Time in Archosaur.
