level 4 blacksmith and tailor

so i am level 3 at the blacksmith and tailor, and someone told me that i must be level 60 to get level 4. is this true? that would be a HUGE bummer, because that was one of the things that i looked forward to in the near future. so do you really have to be level 60?

    Lvl 50 actually at which point you must do a quest and then you can get the lvl 4 skills.

    Im also looking for the Blacksmith level 4 quest and I haven't found it either. If you do find out, can you please pm me in world and let me know. Id really appreciate it.

    Start at the Arch elder then you will be sent to the respective NPC depending on which skill you want.
