banner for my faction

i want a pic on my faction name like i see the others have

i was told i need a 16 x 16 .bmp file pic ... and my faction is lvl 3

i have made the pic and im just askin how do i get it loaded? who do i talk to?
just need some direction to the right forum topic or watever...who do i see to have my pic aplied to my lvl 3 faction?
