Problem w/ rising tide?

Hello! Before I get told this is not my problem and you cannot give out info from others players read this.
My friend cannot log onto forums to post his problem. And no it is not because he is "banned", his computer cannot load some sites.
I used Teamviewer to gathers these screenshots up, and what amazes me is this all happened after Rising Tide was out.

Here is a screenshot of his comp when the patcher finishes, then when the game loads. He had BLACK BARS going through the game, and it crashes his computer completely when he tries to let it load.

PLEASE NOTE THESE ARE ODDLY COLORED BECAUSE TEAMVIEWER DOES NOT SUPPORT HIGH DEF! It is not part of the problem.
