Tideborn Quest help.

Hi. I'm having some trouble with the 1-19 Tideborn quest "Secret Lochmur Key". The step I'm on requires me to find an Escaped Thief found under some Large Mushrooms, which I'm assuming is Grand Thief-Whiteshadow as he has Thief in his name and is under some rather large mushrooms. Here's the problem.

I've killed Whiteshadow a dozen times now. Literally. I haven't gotten a key from his body yet. Is there another mob I should be killing, or is the key not a mob drop? I'd like to be able to finish this quest.

    1. Speak to Priest Konchi (662, 133)
    -Collect 1 Secret Lochmur Key (quest drop from Runing Thief - spawns around 683, 159)
    2. Report to Priest Konchi (662, 133)
    Choose 1 Ring
    Peakstar Ring (Assassin)
    Avalanch Ring (Psychic)
    -Reward (Coin: 3557, Exp: 6314, Spirit: 1965, Rep:2)
