Apothecary Skill

I can't upgrade it to level 4. WHen i go to "make remedies" the bar is full. When i look at skills it says 30/30. But when I go to my elder it says 30/45. Any idea why?

    before getting lvl 4 on manufacturing you need to do a quest.
    similar as how you got your lvl 1 manufacturings in the first place.

    on the other manufacturings you need to make some 2* items and give them to an npc.

    as with apothecary you need to buy a scroll from an npc
