I happen to find hailstorm to be a useful skill, especially since you don't have very many spammable water spells. And that freeze effect activates a lot more often than you would think.

Early on you can ignore it, but you'll want to max it around 70-80 range.

i think same, i started use it only ~80 so earlier useless really,
in begning not too ahrd attack
Water damage equal to base magic
    attack
    plus 1794.9 of weapon damage
this is why later a bit better and because u can combine with phoenix(lv39 fire).

I have seen mages use that hailstorm during their lvl 20s and guess what, it doesn't proc as much.

Ignore it and you will do better damage with your 3 basic skills. Kite if needed. It's much reliable than standing there, hoping for the proc.

in regular questing and stuff...to be honest....hailstorm sucks...
but in RB and aoe grinding (situations where you has multiple mobs)...hailstorm be awesome.

Hailstorm is an okay skill, as long as you are using it for the Freeze and not the damage. Generally, I use it as a skill of last resort to keep a melee mob off the cleric or veno, for the tank to regain aggro. Even then, I have other skills I would use well before I try Hailstorm...Like Soporific Whisper, Force of Will, and Pitfall. Useful in the FB79.

hailstorm is one of my favorite skills. I pretty much use it whenever i need something frozen or when in FC i use before using WotP. Its a pretty handy skill. I started leveling mine around 40 cause i was farming fb39 for WoF and it helped having that extra water skill on those fire mobs.
Sins are Scissors. Psychics are Rocks.
Archers, Venos, Barbs, Wizards, BMs, Mystics, Seekers are Paper.
    ...and Clerics are Mushrooms.
Paper beats Rock. Scissors beats Paper. Scissors also happens to beat Rock...until Rock gets 50k+ soulforce at which point Rock becomes an unstoppable killing machine that beats Paper... and would beat Scissors but it can't find Scissors, because Scissors are invisible.
So Scissors beat Paper and avoids Rock, and that is called BALANCE. -cheze
