World Quest won't come up?

I just reached level 70 and I wanted to start the world quest. The quest didn't show up in my find quests list so I asked a faction member about it. I was told to go to the guy standing near the first lady who gives the CS quest and talk to him. I talk to him and selected all three of the options that explain about the quest. I was told after this I would get a paperclip in my inventory and could start the quest. I didn't get the item and I still can't start the quest. I've tried talking to him several times but it's not working. I wanted to know if there is some other quest that I have to do first or some item I have to have or anything else. I've tried searching for this but I can't find anything about it and my faction mates aren't sure what the problem is either.
