Coming-af-age problem

HI I have collected all 7 medals but elder doesnt want them.(he has that grey symbol over his head like quest isnt finished).

    Im not 51, u sure its necessary to be? Text sounds like "complete the quest and u will rech 51".

    Other experiences did u finish this quest before u reach lvl51?

    text says "Complete all coming-of-age challenges, bring all 7 tideborn honor medals to me AND reach level 51". Meaning you have to be 51 when you give them to him.
