NPC 'Tsang Lou' Quest starter for Abaddon202020 Missing?

Ok I auto pathed, in Hell (Momaganon) to the place where you get the quest 'Abaddon' (20/20/20) where i am supposed to find the NPC Tsang Lou at 431, 594 (28), and he's not there, & no where in sight. There's a nearby NPC to start Trophy mode (unclear on that whole thing) but thats a Celestial Messenger and most certainly doesnt have the quest for me. Now if this was like FB89s 202020 that you get after the FB, that would be fine, but this is a missing NPC. I know people have spoken about doing their FB99 202020s so i was just wondering if anyone knows how i'm supposed to get it?

    I got level 99 last week and had no problem picking up the 3x20 quest.

    So the npc hasnt disappeared during to a maintanace bug

    Edit: Is your Avi wrong since it only says 98, and you can only get the quest at 99 afaik (it never appeared for me pre-99)

    And its pretty much like 89's 3x20, its not a pre-req to get the Tabs.

    My Avatar is correct now. I only dinged a few hours ago so it was probably update lag. Do you remember where you picked it up? If there's something i'm over looking? Its not that the npc wont give me a quest, its that there's NO NPC at all.

    That much i knew, in fact i got my tabs already but still working on getting the culti quest for the bosses. But i still like to get & complete all my quests.

    Edit: ack, atm my 1st post is showing a (99) but this post is showing a (98). Anyhow, yes i'm 99.

    IIRC he's situated right outside the Fb's door, if not at the spot he's supposed to be have you tried relogging ?
