Land Mount Speeds

This is (hopefully) an easy question.

If I buy a land mount from the cash shop with an initial speed of 8.0, and then use the Spurs of Alacrity to bring it to 9.0, can I then level it up normally by riding it around to bring its max level to 10.0?

And can the same principle be applied to a land mount with 9.0 base speed, spurring to 10.0, then leveling up to 11.0?

    Yes, you want to spur it before you level it though. Spurring resets the level of your mount to 1.
