Patcher won't come up

I just system restored, I tried to open up the patcher, but it wouldn't come up. Yes,I did uninstall it.

  Check your antivirus/firewall to make sure it is not blocking the program.
  
  Also, what Windows do you have?

  It's not getting blocked, and I don't know my Windows, but I don't have 7.
