Lethe Flower Quest

I'm trying to look for this flower.. i cant seem find this lethe flower(heartbreak flower).. the quest says to go to the foot of stairway to heaven or on the banks of the Tranquility River... Does anybody know where exactly this location is? b:sad.. thank you

    where does this quest start? i should have had this by now but my tide quest seem to have come to a hault. I killed the taurox by abominations cave and seems like it turned in to the chic west of Etherblade but ive got nothing from there. Firends were asking if i found these flowers mentioned here and i never received it and i have nothing in find/current quest that seem to lead me anywhere.

    Um... Taurox Abom... After that, it's the Elder of Tideage City that continues it for you
