public quest for 80+?

Is the public quest for 80+ to? Cuz i cant find the npc to take the quest.

    From what ive heard and seen myself, i do not believe players between lvl 80-90 get public quest. Please correct me if im wrong, as i would love to try this "public quest".

    Yea, I am out of quests and I am looking for this public quest for EXP.
