Public Quest 95+ : Help !!

Ok After reading this from the main info page :
When you receive the quest from the quest giver, you will join whichever quest stage is currently active. The actions of all players on these quests contribute to the total, regardless of whether or not you are in a squad together.

One would assume that if the Quest has already been started then you can join in.

But on going to the NPC location there is no NPC to take the quest from.(and having waited over two hour's none appeared)
So is it


A) The info above is wrong, and so for example if one person takes the quest and goes afk or solo's it and takes hours,no one else is able to until the quest is finished (and would make it not a public quest)

B) The Auto path loc of the NPC is wrong

C) other

Note: main is lvl 98

    I got the same problem even if i'm lvl 79 i went there and no Npc looked everywhere(even in the water) and no Npcb:sadb:cry

    Level 98 here who has done 3 95+ PQs (PQ2). There are different PQs and the NPC has always been there for me regardless of which stage I've started on.

    NPC's disappear, try logging.
    Be kind: Help the GMs to depopulate the servers.

    Public Quests are only available 9 AM - 10 PM server time, every day

    the NPC is only present a few hours a day

    from 9/10 AM server time, it would seem, till 12 Am

    NVM thanquoi responded better than me ;)
    I look at all the trollers, and Pvpers.. and know they wouldnt have lasted 30sec on Camelot.

    Rules= Know your enemy (players and NPCs) gives you more chances to survive.

    Currently its 3:24pm server time, but i have no public quest in my log. It might not be everyday according to you b:chuckle

    Public Quests

    09:00 - 22:00 Daily
    Public Quests are a new feature in the Rising Tide expansion. They are massive, server-wide quests involving all players in a particular zone, and reward players based on their contribution to the objectives.
