Public Quest: a lot of 80++ people can't get it (dear GMs?)

I and many more of my friends at levels 85-89 can't find this quest in the "Find Quest" menu and anywhere else.

Please tell us if it's meant to be so?
And please advise.

P.S. My alt cleric at his level 70 has the Public Quest alright.

    public quests arent given to 80-90 last time i checked. it should be under the tideborn one of the couple stickied posts relating to the tideborn

    The first public quest is available between levels 60 and 80; the other two are available at 95+ and 100+.
