Connection problem

I'll try to describe this the best I can.
About a month ago I was playing PWI on my old parents-shared computer and I was starting to have strange tiny lags, nothing too bad but they weren't very pleasant to have.
At that time I was at the process of assembling my own PC (a workstation/desktop hybrid) so I didn't note how it deteriorated so badly as it is today.
After almost a week that I haven't been playing I finally finish to assemble my PC and was starting a fresh Win XP without any virus/spyware/what so ever, then I installed PWI and when I connected I experienced huge massive lags as if I was using 14.4k modem and even worse.
My PC is using wireless connection and it's on 90~80% signal strength which should not do any problems at all.
I went to my old PC to see if maybe it was my wireless adapter that cause the problem but for my bad surprise the lags were there as well, then I did a hardware check and reconnected all the cables to all the devices of my network (modem, router, cables) and still the lags were there.
At that time I noticed the post on PWI forums about regional network problems and noticed that some folks from my country with same ISP as I have problems, 1 of them said he was able to fix it when I talked to him he told me he did the following thing:
Start -> Run -> CMD -> netsh w r
Start -> Run -> CMD -> netsh i i r
I did this and noticed a small change in the lags they were a bit softer but still very very bad.
My next step was to contact my ISP to check maybe they know anything about this problem, they asked me to send them a trace of the servers as showed here:

After about 15 minutes they called me and said they don't see any problems from their side it other my Client problem or PWI server problem.
Last week I bought Win 7 (64bit) and reinstalled all my PC back hoped to see maybe there is a change in the lags but with no luck, still the game is stuck.
I did 1 more test to see if it is a problem of mt network or my ISP, I downloaded a different game form a different company other then PWE and the game works flawlessly, no lags at all unless I do some heavy downloading.
I'll describe the lags symptoms:
Login screen - fast.
Servers selection screen - slow sometimes ping 1000+ sometimes 200 (which is ok)
Login to my account - fast/slow counter count till 4 or 20.
Entering the game - slow or get stuck with sounds of the place i' in at.
Ingame - slow or stuck can't select any things can't see others can't chat simply stuck in a long lag spike.
I know that usually server kick players after 40-30 seconds if they don't get any connection but here I don't even get it, if I want to exit the game I need to do "Force Exit" to close the game or use the Task Manager.
Thats about all if it now I hope I can get here a professional help cause I can't play for over a month now and it's really sad both for me and for my guild mates.
And please unless you have a good idea/solution please do not junk post dumb or useless things.

Try playing on another connection at a friend's house or public wi-fi spot and see if you encounter the same issues.
Try playing on one of our other servers and see if you get a better connection speed.Do you need help learning about patching the game, installing it, changing antivirus/firewall settings, changing network settings, learn how to use a computer, keeping your PC maintained and more?

I know that other players form my country play without a problem and they use different ISP's.
Today I tested the game on different server that should give me better ping, I use Harshlands and still had lags, a bit softer ones but still it lags bad.
I could ask a friend to access my account form their PC but i'm sure they will get a better connection like they do now.
My ISP: 013 Netvision.

I tested at a friend place from his PW client and it worked perfectly, no lags or disconnections.
Any other solutions?0 -
If you get a better connection at your friend's house, then they have a better connection. You will want to narrow down what it is on your connection.
Trouble shooting networking issues is a web of frustration in itself.
Cables, wi-fi interference, how many hops from a major backbone your ISP is, network card, Windows settings, how your ISP handles neighborhood network sharing, and many other reasons can be the cause.
Try going over our networking info and our antivirus info, to see if it can help you.
