Update but no update?

My brother is having a problem. When he clicks on the PWI icon the menu pops up but where it normally says 'start' it says 'update', but there is no actual update. The update bar (the blue one) is all the way and nothing happens when he clicks on 'update', it just makes that clicking sound and nothing happens. Anybody know what is causing this?
