Can't Get Shabby Stones!

I took on the daily Crazy Stone Element Powder Quest for the first time. It requires Shabby Alabaster, Aquamarine, Ruby, Amethyst, and Topaz Shards (the lowest tier if I'm not mistaken). The only problem is, you can't buy them from stores anymore! They only sell lvl 5 shards. Also, as far as I can tell monsters don't really drop them with more than a .5% chance. Any advice as to how I might locate some?

    Go to the Merchant.

    Click the Gem tab.

    Buy.

    Check a Merchant shop (any npc merchant sells shabbies).

    The Jewelcraftsman sells level 5 shards.
