How do I open a shop? Please Help! {Lost City}

I've seen them everywhere; the little cat shop thingys, how do I make one? Or do I need to get to a certain level/do a quest to be able to? I am currently level 17.Thanks everyone in advance ^^

    It's in your action menu under "consignment shop" and the shortcut is I believe ctrl-e, butnot 100% sure on the shortcut.
