Help: Sharpened Tooth Arrow/Serrated Arrow

For some reason I cannot learn either of these skills. I am level 73 and have more than enough coins and SP. When I click on the skills to learn them, it says 'prequisite level too low'.

Is there something I'm missing here? From all the guides I've read, I'm high enough to level them both and I have the the right spiritual cultivation. Have I missed the window to learn them or something? I'm at a loss here, so any help would be appreciated.

    Learn Viscious Arrow level 1 first, it is a prerequisite skill.

    And they're off: we have Ast in the far corner, Legerity on the inside. Ast is closing in on the outside but what is this: Legerity pushes on the speed and pulls ahead. It's Legeirty in the lead, Ast falling behind. Legerity is not giving the lead, and as it closes it's Legerity in the lead, and Asterelle in 2nd.
    Fist are the worst at PvP AND PvE, if you disagree, as I said, take it to PM's or make your own guide. Go here if you want to debate about it. - Lyndura

    Get a High lvl Fist warrior use it, Restat to axes. GG - complexx

    EDIT: Though I do have about 13 monthly race qualifiers if ya want one. I miss those 3 at max snake race challenged. It was the special olympics of PWI: everyone got a tablet :)

    bah! shes flat as a board if ye ever laid eyes on her. we keep telling her to eat better but shes just so uptight and shy about this matter, like she thinks if she got a little fat on her where it counts people would treat her with less than wholesome manners or something. not like it matters with me tho haha b:laugh

    I am afraid she is beyond simple reconstruction. Now she must be rebuilt from scratch, with a few paper towel holders from Bounty.
