Skill books from Mystic Pages

So I'm a veno (obviously) and I made a cleric skill book with mystic pages from the Event. I'm a bit confused as to whether its purpose is to give a cleric a skill without using spirit or give other classes the ability to learn a different classes' skill. I've tried to use it and it says "Spiritual cultivation not met." Can someone please clarify?

    mystical pages are for players 89 +

    thats one of the few ways to learn your sage/ demon skills ( lv 11 skill )

    so... loss of money
    I look at all the trollers, and Pvpers.. and know they wouldnt have lasted 30sec on Camelot.

    Rules= Know your enemy (players and NPCs) gives you more chances to survive.

    Sage/Demon skills require you to have the tome, and the level, and the cultivation, and the skill already maxed. On top of that they each cost a ton of coin/spirit to learn.

    It won't let a veno learn a cleric skill. But it would let a cleric that's of the appropriate level learn the sage/demon version of that skill.

    On the bright side, I have a cleric alt which is why I picked a cleric book just in case. I could always sell it too.
