skill?

i am using EA...and now lvl 13, and already done the lvl 9 cultivation quest...

my question is how do i learn new skill? (e.g. frost/ blazing arrow)

is there a 'particular' NPC i need to speak to? ( i have already tried elder,priest)

    EA???????????? this is pwi not pw my-en
    guesing from your posted skils i guess you are an archer and just go to the archer trainer
    its impossible to always do the right thing we all make mistakes i am not different from that
    just try to be a good person

    english isn't my native language so there might be a few spelling/grammatical errors in my posts
