blacksmith level 4?

What am I doing wrong? I have reached level 50 and my level 3 skill is at 100percent. I see from searching forums that you need to make certain items? Do you need a quest to get the level four book and who do you get the quest from?

    You get the quest from any Elder. It's called "Path of the Blacksmith" and requires that you make a 2-star Ornamented Bow, a 2-star Sawtooth Blades, anda 2-star Heretic Banishing Pataka.

    I have a similar problem- but can i ask do you have to be a specific level to do blacksmith level 4, im lvl 40 but a friend is lvl35 and 100% at level 3

    The quest I mentioned before only becomes available at level 50.
