Jade Bottle - Where is it?

I've looked everyone for the Jade Bottle. It's required in the Legendary 'Seal of Water' quest, where I must dive into the ocean and find it for the fisherman. I've looked it up, and then looked in the ocean, and I can't find a thing. All I see is a chest of water, which doesn't allow me to pick it.

Can somebody please help?

    Well, the Chest of Water is what gives the Jade Bottle. Are you sure you've tried opening it?

    the chest should be at 660-798. i looked on pw database
    check that site for most of your quests and mobs its very
