how can i tell what time is server time/

or when the server initialize every day?
according to what time zone?

  server time is the time where your server is located, so:
  
  Dreamweaver and Harshlands are EST time zone.
  
  All the others are PST time zone

  I assume when you're talking about EST you refer to UTC-5 and not UTC+10, UTC-3 or European Summer Time. And PST would probably be UTC-8 and not UTC+5 or UTC+8?

  I'm talking Pacific Standard Time and Eastern Standard Time, all servers are located in the United States

  Yeah, theres an "Eastern Standard Time" in basically every continent out there.
