Missing a file? Help!

After spelunking through many pages of the help section (looking for a solution for the unreadable error message that is quite common, yet nobody knows how to fix) I came across this thread http://http://pwi-forum.perfectworld.com/showthread.php?t=103902&page=2
that seemed to have a solution. However, when I tried to do this myself, I realized I don't have the patcher\video\defaultsettings.ini file.
I don't even have the video folder! If anybody can help me, or email me the folder (that would help, haha), it will be greatly appreciated. Thanks for your time.

    that folder is created once your client is fully patched, its simply the settings for stuff like texture level and sight.

    i doubt the fact your missing it is giving you an error, try verify your client it could be corrupt.

    Not to be demeaning, but I'd think missing even a little file like what you said may cause a problem for the game. I have verified SO many times its getting annoying. It doesn't say anything either, when its done it just says "verification complete!". Thanks for the help anyways.

    I'm going to need some more information from you about your computer. Go to Start, click on Run (or Search if using Vista), and type in dxdiag and press enter.

    Click on the Display tab, and then post here everything in the Device and Drivers boxes:

    The driver strikes me as odd, maybe its 2 versions conflicting with eachother?

    OK, gonna throw a few solutions out for you.

    First, if you haven't done so already try installing the East-Asian Language Packs.

    If that doesn't work, try updating your video drivers. You can find them here if you're using 32-bit Vista, or here if you're using 64-bit Vista.

    I have the same problem, the video folder is missing no matter what updates I have installed, I even went so far as to manually download and install the patches, however this still hasn't fixed the problem, no matter what threads I check I haven't been able to find an answer to the missing file problem, admins, mods, anyone else, please answer this thread.

    Please post your video chipset info.

    What is the make and model number for your PC?

    How much system RAM do you have?

    What kind of CPU?

    What Operating System are you running?
    Do you need help learning about patching the game, installing it, changing antivirus/firewall settings, changing network settings, learn how to use a computer, keeping your PC maintained and more?
