How do I production a new Genie?

I do not want to buy a genie from another player. It will cost to much. I already did the quest, so I assume I cannot do it again. If I decompose my genie, will I get the quest over again??? I doubt it. That would solve a lot if I did. I assume genies cannot be dropped or mailed so creating a mule to get the genie I want is out, right? That leaves producing.

I read that I am to go to the Watcher of the Earth but all I see of my options with the WotE NPC is:

* Buy Genie Gear
* Genie Summon and Gear
* Quest Related
* Learn Genie Skill
* Manage Genie Gear
* Reset Genie Affinities
* Forget Genie Skills
* Decompose Genie

I DON'T SEE PRODUCTION ON THERE ANYWHERE. So how do I product a genie?

    you have to trade 3 mirage celestones to produce a new genie.
    ooops! and its under Genie Summon and Gear, I believe

    I guess I can create a mule to make a genie then trade it to my main if I put the genie in trade mode. If this will not work let me know.

    Does anyone know what type of character produces an Infliction genie? Or does the WotE just hand them out totally random?

    yes, you can make an alt, wait a week and mail it to your main.
    it's totally random which genie you get.
    and it's cheaper to buy a genie from other players than summon one with 3 mirages.
