Armor Stat Question

I can't seem to find the answer to this one.

What does it mean when at the bottom of a piece of armor it says "Requirement -10%"

    like the Mag/dex/str requirment for armour, 10% off the normal requirment

    for example:

    a normal magic sword- (made up nuimbers

    300 mag
    50 str


    so if u have the same sword with the -10Requirment it will show the requirment in blue, which would be

    270 Mag
    45 Str

    Does it apply to only that piece of equipment or to all?
    For example let say I have 10 piece of equipment equipped each with -10% requirement. Does it make the 11th piece of equipment I'm going to equip to have no requirement at all? Or does the requirement on the 11th piece is still normal.

    It only affects that piece of equipment.

    Should also note that it only affects the stat requirements - level requirement remains the same.

    I was trying to make my dex/vit barb wear arcane armor.
