Strange Message at Client Startup

Right after I updated my game client to version 172, I starting getting a weird message at the startup. It gives me a yes or no answer. However when I press either one the client still starts up. I'm just a little nervous of what it is asking me. Can someone please identify it?

    I'm going to need some more information from you about your computer. Go to Start, click on Run (or Search if using Vista), and type in dxdiag and press enter.

    Click on the Display tab, and then post here everything in the Device and Drivers boxes:

    Your video driver is out of date by 2 years.

    Check your system manufacturer's support website to see if they have newer video drivers other then what you currently have.

    Also think about enabling or installing support for East Asian Languages. See my link in my signature.
    Do you need help learning about patching the game, installing it, changing antivirus/firewall settings, changing network settings, learn how to use a computer, keeping your PC maintained and more?

    Ok. I updated my drivers and that worked out great. I also installed the languages you suggested, and after two system restarts i now get the same message...
