Crafting trouble

Ok, until now I've had no trouble with my crafting, but now I'm at lvl 3 blacksmithing and tailoring with 100% for both, and I'm lvl 41. When I go to the elder, there's no blacksmithing or tailoring skills there. I wonder, is there a lvl requirement for different crafting lvls? And if so, what are they? Just something I want to know, because I'd like to be able to continue working on my crafting ASAP.
I used to wonder why I would have these scary dreams every month. About the wolf, who kept running through town. And as I wondered, I also thought about how I couldn't remember having those dreams before being bitten by this very big dog...



But now I know the truth.
And I am not afraid.
