3star or 2star for lvl4 production?

I'm trying to get all the stuff ready so I can get lvl4 production right away. But I'm seeing and hearing mixed things on forums. Do I need 3 star weap/armor or 2 stars?...

You need 2 star items for it.

Yea you need 2*s for all manufacturing skillz. 3*s won't work. b:angry I made like 5 3*s just trying to get BS up b:victory Helped pay for mats tho....
