Can't buy level 4 Apothecary

Here's what happened. I bought the level 3 Apothecary skill before level 50. When I got to level 50 I unlocked the Apothecary level 4 quest which has me go buy a book from a guy in Dreamweaver. I went and bought the book at like level 60, completing the quest for level 4 Apothecary. At this point my Apothecary level was level 3 with 0% towards level 3. I just created 10 potions/elixers so now I am at level 3 with 100%. I went to buy the level 4 Apothecary skill from an elder and I got a message saying "unable to learn this skill." I know for a fact that I have enough experience in my Apothecary skill level 3 to get it to level 4. I know for a fact that I have enough spirit and coin. Did I mess up by finishing the level 4 Apothecary quest before I was level 3 with 100%?

    Did you do all of the below:

    Path Of Pharmacist

    Required LVL 50
    Start NPC Master of Herb Picker of Dream Searching Port, Huajen (618, 390)
    Reward Exp (500)


    **Speak with Huajen again to view his Mechandise List and buy the item "Apprentrice Pharmacist" for 52,500 gold.

    **With the item "Apprentrice Pharmacist" in your inventory, speak to the "Elder" to learn your level 4 Pharmacist skill.

    Can you trash the quest for Level 4 Apothecary and take it again?

    Where is your book? The book has to be in your inventory when you try to learn level 4.
