Client Version Too Low

I downloaded and installed the patch last night right after the servers came up. I got into the game with no problem. Earlier today, I tried logging in again and this time I got a message saying "Your current client program version is low. Please exit and update." I get to the log in page and when I press start that's the message I get. My client version is 168, which is the latest one. I tried manually patching again, but it tells me the versions are the same, so I can't patch it. I don't know if I have to reinstall the entire game again.

I actually had this exact same problem after I updated to the patch before latest. I'm not sure if it'll work for you, but what I ended up doing was a few simple steps:
1. Uninstall Perfect World International completely.
This means, if you know what you're doing, going into program files and removing the "ghost" files that the uninstaller sometimes misses. If not, leaving them there should be fine.
2.Reinstall Perfect World International.
Whether it's downloading it from the server again or using your old install file, run it up let it do it's thing and wait for conformation that the download is complete.
3. Start the launcher but DO NOT ALLOW IT TO AUTOMATICALLY UPDATE.
This is important. When I had uninstalled completely before when it automatically updated the problem still consisted. I actually had to uninstall and reinstall again and make sure I was telling the launcher NOT to update when I first opened it.
4. Download the Manual Patch from either the Official site or supported mirrors and follow those directions to manually update your launcher.
5. Close the Launcher and open it once more.
It should ask to automatically update, let it update this time and then close and re-open the launcher again.
That's how I got rid of the problem anyways, sorry if it's a bit lengthy but it was a really annoying problem for me and I would have loved step by step instructions when it happened. xD0
