On what lvl u get all quests related with FB51?

Some people says its on lvl 51 some people says its on lvl 55... So wats the truth?

    you get all quests for fb51 at lvl 51, theres only one quest in fb51 at lvl 55 and thats a soloable miniboss at the beginning
