how do i get my first pet

Can someone tell me who gives the quest at level 3 to get your pet, and if it can only be done at level 3?

  Let's see. It is a quest, right? How about checking the Quest Tips?
  There is a sticky Comprehensive List of Quest Guides.
  Then just follow Untamed Quests Levels 1-19(Beginner).
  And if everything fails you can use the search function of a forum.

  Or you could just look at your quest guide in game and it should tell you who and what to do
