Can't Connect To Server

Updated to 161.

2 computers are on the network.

1 computer can connect, the other cannot.

Can't connect to patch or game server.

Opened the ports, disabled firewall. Used DMZ, every single suggestion in the sticky.

Still cannot connect to servers.

    The second one on the same LAN network/connects to the same router?

    Same router.

    The one that works is Windows 7

    The one that doesn't is Windows Vista.
