elder tortoise (level 20ish river ghost quest)

I was asked to kill elder tortoises south of Archosaur but I couldn't find them.
I could only find mutant whirlwind tortoises and the level 30+ nasties like nagas and abyssal mysteries.

From the pw monster database elder tortoises are level 23 mobs but with 13k+ hp. Are they bosses? Where exactly do they spawn?

Please help.

    It is a mini boss. You went too far in your search. It's just outside the south gate of Archosaur. A little bit west of the bridge. It spawns once every 5 minutes.

    It's known as an elite "boss" -- one that has more HP and is tougher than a regular mob. It can be found around 543, 608 in the water and has a spawn time of 5 minutes.

    if you wanna kill a boss never try it alone! the elder tartoise has really lot hp
