Buffs don't work

I can't buff anyone who isn't in a squad with me. I've tried it on males and females of all classes but it works for none. I have all the buffs up to what a level 24 gets and none work.

Aside from that.. my faction window freezes after I log in. Who is online when I check are the only people I see until I log in again. I think this is more annoying than not being able to buff anyone. Help. :(

    Click your PVP shield/sword under your Map. There's a settings window that comes up - default is that only Faction Members, Friends, Squad receive buffs. That way you don't accidentally buff someone who's attacking you in PvP. You can uncheck the settings so that you can buff anyone.

    In the Faction window there is a pair of yellow arrows to the right of the Status header. Click that, it refreshes the window so you can see who's currently online.
