How do I increase Proficiency ? help please

I cannot manufacture skills at the elder because it says that my proficiency is too low. then my skills disappear, does this mean i have to do the quests all over again ? what is proficiency ? im in lvl 6 10x

    Proficiency means you are to low of lvl to make up high lvl stuff.You must go back to the town you started at and make up all the stuff untill your lvl is high enough.
    im in lvl 6 10x

    I am not sure what you mean by this though.

    it means that i levelled up to level 6 and got stuck there. 10x=thanks for the replies : )
